Presiden Susilo Bambang Yudhoyono meminta agar Komisi Penyiaran Indonesia (KPI) memastikan informasi-informasi yang diterima oleh masyarakat adalah benar. Menurut Presiden, Undang-undang telah mengamanatkan bahwa KPI berkepedulian dan berkepentingan melihat perilaku penyiaran di Indonesia.
"KPI, termasuk lembaga penyiaran, harus memastikan bahwa rakyat mendapatkan informasi yang layak dan benar," kata SBY saat menerima Ketua KPI, Dadang Rahmat Hidayat, di Kantor Presiden, Jl Medan Merdeka Utara, Jakarta, Jumat (22/7/2011).
"Informasi yang sangat diharapkan oleh rakyat dalam konteks luas juga harus adil, merata, seimbang," imbuh Presiden.
Kehadiran KPI, menurut SBY sama pentingnya dengan kehadiran undang-undang penyiaran. Jalan Demokrasi yang dipilih oleh Indonesia mengharuskan kebebasan pers sebagai salah satu pilarnya.
"Kebebasan ini harus kita gunakan dengan tanggung jawab, dengan demikian demokrasi yang telah menjadi pilihan kita makin ke depan makin bermartabat, membawa keteduhan dalam kehidupan kita, dan bermanfaat bagi rakyat," ujarnya.
"KPI memiliki peran penting untuk menjaga semuanya itu agar demokrasi terus mekar, tumbuh makin baik, sehat, dan bermartabat," lanjut Presiden.
Presiden SBY menambahkan, ciri utama dalam kematangan kehidupan berdemokrasi, media massa, dan penyiaran adalah seimbang. Presiden berterima kasih kepada KPI selama ini mengelola dengan baik aduan dari masyarakat.
"Amanah undang-undang mengatakan inti dari media massa adalah perlu dijaganya keragaman kepemilikan," ujar SBY.
Terakhir, SBY meminta agar konteks sebuah penyiaran tidak justru meracuni kehidupan berbangsa.
"Keterpautan dari konten harus benar, tidak boleh sesuatu yang meracuni kehidupan kesemua karena tidak ada keterpautan dan tidak dijaga keterpautannya," kata SBY.

Presiden Susilo Bambang Yudhoyono menegaskan, dirinya bukan tipe pemimpin yang penakut dan peragu. Hanya saja, ia terkadang memilih mengalah dalam konflik politik.
"Sekali-kali saya berkompromi, sekali-kali saya lebih baik membangun konsensus. Bukan saya ragu atau tidak berani, tetapi karena saya tidak ingin konflik makin menjadi-jadi. Benturan politik itu pada akhirnya dapat membawa negara kita persis seperti situasi 11, 12, atau 13 tahun yang lalu. Itu agar politik tidak terlalu panas," tutur Yudhoyono saat menyampaikan kuliah kepresidenan bertajuk "Kepemimpinan" pada acara "Indonesia Young Leaders Forum" di Ritz Carlton, Jakarta, Kamis (9/6/2011).
Di hadapan para pemimpin muda, jajaran anggota Kabinet Indonesia Bersatu Kedua, pengurus DPP Hipmi, dan media massa, Presiden menyatakan lebih menitikberatkan kerja sama dan kemitraan dalam menyelesaikan permasalahan politik di Indonesia. Presiden tak menginginkan terjadi konfrontasi dalam penyelesaian politik di Indonesia.negara keadilan," katanya.
Menurut dia, itulah gaya, pilihan, dan kepercayaannya dalam memimpin. Presiden juga mengakui terkadang bersikap pragmatis. Menurut Yudhoyono, bersikap pragmatis bukan berarti tak memiliki visi. Ia kemudian mengajak pemerintah dan rakyat untuk bersama-sama melihat tujuan dan sasaran jangka menengah dan jangka panjang Indonesia.
Presiden juga menyadari banyaknya kritik yang diarahkan kepada dirinya selama memimpin Indonesia. Ia menyatakan percaya pada reformasi, bukan revolusi. Pasalnya, kata dia, reformasi memungkinkan pembangunan yang berkelanjutan, stabil, dan seimbang, sementara revolusi hanya mengakibatkan penjungkirbalikan dan kekacauan.
Ia menceritakan, selama tujuh tahun memimpin Indonesia, kerap kali menghabiskan akhir pekannya untuk mengatasi masalah yang terus mengalir. "Terkadang, Sabtu-Minggu pun kita harus menghabiskan waktu to solve the problem, to handle the critical issues. Akan tetapi, ini tidak selalu saya sampaikan kepada rakyat dan media massa supaya (masalah tersebut) cepat selesai dan tidak menjadi isu atau kekhawatiran baru," ungkapnya.

SBY: RUU Intelijen Tak Boleh Lampaui Kepatutan

Presiden Susilo Bambang Yudhoyono (SBY) meminta agar Rancangan Undang-Undang (RUU) Intelijen yang saat ini sedang dibahas tidak memuat pasal-pasal yang melampaui kepatutan tugas intelijen. Presiden juga meminta agar RUU tersebut tetap menghormati prinsip-prinsip hak asasi manusia dan menjunjung tinggi nilai demokrasi.
"Mari kita pastikan apa yang diperlukan untuk membikin aman negara ini meski dituangkan di situ, supaya intelijen bisa bekerja dengan baik," kata SBY dalam wawancara yang disiarkan secara nasional oleh Radio Republik Indonesia (RRI), Kamis 9 Juni 2011. "Tapi, yang dikhawatirkan kita semua, ini bisa mengganggu kehidupan yang baik, tentu tak perlu dimasukkan."
SBY mengatakan hampir di seluruh dunia terdapat undang-undang yang efektif di bidang keamanan untuk menanggulangi terorisme, bahkan di negara dengan sistem demokrasi liberal. Alasannya, kata SBY, negara tidak punya otoritas atau kekuatan untuk mengamankan negerinya dari berbagai ancaman termasuk aksi terorisme
Sebelum era reformasi memang ada banyak undang-undang dan regulasi yang cukup keras. Tapi, akhirnya dicabut karena dinilai sangat otoritarian dan melampaui kepatutan. Saat ini menurut SBY dunia mengalami perubahan dan muncul ancaman terorisme. "Negara kita telanjur tidak memiliki perangkat undang-undang yang cukup efektif seperti yang dimiliki negara lain," katanya.
Bahkan ia mencontohkan Malaysia dan Singapura yang memiliki undang-undang keamanan yang mirip dengan undang-undang antisubversif yang dimiliki Indonesia pada periode lalu. Karena alasan ini SBY mendukung penyusunan rancangan undang-undang intelijen. Undang-undang ini menurutnya diperlukan untuk memastikan keamanan dan keselamatan warga dari ancaman, termasuk terorisme

After SMS rumor, SBY asks media to be cautious

President Susilo Bambang Yudhoyono asked the mass media on Monday to be more prudent in selecting their sources of news following the circulation of a text message claiming his involvement in a number of scandals.
“Imagine an unclear source being made the truth without any constraints and it is read by the Indonesian public. What will our people get?” he said as quoted by tempointeraktif.com.
The text message claimed it was sent by Nazaruddin, the Democratic Party’s former treasurer, who is currently in the spotlight for his suspected involvement in a bribery case.
The SMS said Nazaruddin had been “set up” in the case and that he would take revenge by uncovering a number of scandals such as election data manipulation and information related to the Bank Century case.
Several media outlets published news of the text message.
Yudhoyono said the law allows the media to move against the government. “That is freedom of speech, freedom of the press,” but the media should be responsible for news discrediting the government, he said.
“That is the nature of Indonesia as a nation of law and a nation of justice,” he said.

Yudhoyono Slams WikiLeaks at International Defense Conference

Despite previously stating that he wanted discussions on WikiLeaks to end, President Susilo Bambang Yudhoyono publicly slammed the organization in front of an international audience on Wednesday.
“A small group of people, in WikiLeaks, with anti-establishment agenda has caused serious difficulties for governments across the world, with all its attendant political and security implications,” Yudhoyono said at the opening of the Jakarta International Defense Dialogue on Wednesday.
The last time Yudhoyono spoke publicly about the recent WikiLeaks scandal involving himself, ministers and his family, he said he wanted the discussion on WikiLeaks to be put to bed.
But Yudhoyono on Wednesday warned that non-state actors, including WikiLeaks, had the power to influence the public, hence reinvigorating discussion on the organization.
“Significantly, in the geopolitics of the 21st century, non-state actors will assume a much greater role,” he said at the opening of the three-day conference, where representatives from 30 countries have gathered to discuss regional security issues.
“The media, civil society, NGOs, companies, individuals — they are all changing the strategic landscape and forcing us to think differently.”
Yudhoyono has issued a blanket denial of the allegations first published in Australian newspaper The Age based on leaked US diplomatic cables made available to the newspaper through WikiLeaks, but so far has refused to comment on specific allegations.
The article alleged that Yudhoyono stopped former Deputy Attorney General Hendarman Supandji from pursuing an alleged graft case against Taufik Kiemas, husband of former President Megawati Sukarnoputri, and that his family had received money from banking and construction tycoon Tomy Winata. It is also alleged that the president used Indonesian intelligence to spy on his political rivals.

SBY Signs New Coalition Deal With Partner Parties

President Susilo Bambang Yudhoyono on Monday finally signed a new agreement with members of his supporting coalition, one that now provided no room for differences on strategic issues.
“This morning, the coalition parties met with a single agenda — to sign an enhanced and renewed agreement,” Yudhoyono said prior to a cabinet meeting at the presidential office.
“Praise Allah, the rearrangement of the coalition has been done, including an agreement to improve it. I hope it can be more effective so the government’s work can be done better for the benefit of the people.”
All coalition parties had signed the deal earlier except for the often-wayward Prosperous Justice Party (PKS), which was the last to get the document and the last to endorse it.
Golkar Party chairman Aburizal Bakrie, however, did not attend the meeting. Coordinating Minister for People’s Welfare Agung Laksono signed on behalf of the party.
One change in the coalition structure is that Aburizal is no longer the formal managing chairman of the group, a position he assumed in 2010. Coordinating Economic Minister Hatta Rajasa said parties would instead take turns in the post of managing chairman.
Yudhoyono remains the overall head of the coalition.
“The main point is that there’s still room for democracy,” Agung said. “We agreed that strategic things should be done both by government and legislature, but only strategic things. However, for technical matters, such as ministerial policy, there’s room for discussion, so there’s still democracy.”
The new deal appears to be intended to calm the waters for a ruling coalition that looks dominant on paper, as it contains the top two parties, Yudhoyono’s Democratic Party and Golkar, as well as PKS, the smaller National Mandate Party (PAN), United Development Party (PPP) and National Awakening Party (PKB).
Since the elections in late 2009, Golkar and PKS have frequently gone their own way on a number of issues, including the Bank Century bailout and a controversial move to call a special House investigation of the so-called tax mafia case. The rumor mill has been rife for months with speculation that PKS might leave the political compact.
With an election looming in 2014 and politicking already underway behind the scenes, analysts have aired doubts as to how long the coalition could hold together in the face of ambitions to succeed Yudhoyono, who is barred from standing for a third term.
“We agreed through a process of discussion about what should be done [by coalition members],” Agung said. “[Sanctions] might be brought against those who after some effort could not agree. That party could withdraw from the coalition.”
He said the new agreement did not imply that disagreements would necessarily result in a cabinet reshuffle.
But president’s spokesman Julian Aldrin Pasha, said an overhaul was still possible.
Marwan Jafar, chairman of the National Awakening Party (PKB) faction in the House, told the Jakarta Globe that the new agreement was somewhat stronger than the previous one.
"For me the new agreement is an improvement, so that if there's a naughty member, it could be dismissed from the coalition," he said.
"But everything depends on the coalition chairman, including whether certain members will remain in the coalition or not."
PKS deputy secretary general, Mahfudz Siddiq, said the spirit of the new agreement was a revitalization for more effective government administration.
He said he hoped that all coalition members could be firm and clear in supporting the government’s policies, as long as they were “in the nation’s interests.”

SBY Orders Safety Probe of Merpati Planes After Crash

In the wake of a deadly aircraft wreck in Papua, the government on Thursday ordered an examination of Merpati Nusantara Airlines’s remaining turboprop planes.
“We have issued letters ordering an inspection and safety audit on the 12 MA-60 airplanes,” Transportation Minister Freddy Numberi said at a news conference at the Presidential Office.
The announcement came after a cabinet meeting where President Susilo Bambang Yudhoyono ordered the inspections after the fatal crash of an MA-60 into waters off Kaimana, West Papua, on Saturday, which is believed to have killed all 25 on board.
“There should be a prevention effort and inspection of the same type of Merpati aircraft,” Yudhoyono said, also demanding an explanation on the controversy surrounding the purchase of the airplanes from Xian Aircraft Corporation.
“You need to listen to the ministers regarding the airplanes produced from China,” Yudhoyono said. “This important to the public so they can get clear explanation. Don’t point at each other, or blame each other as if it could all be explained.”
Shortly after the cabinet meeting, the State Enterprises Ministry also laid out a comprehensive history of the aircraft purchases.
Minister Mustafa Abubakar acknowledged that Indonesia’s purchase of the 15 planes had been more expensive than what other countries paid but sought to rebuff any insinuations of mark-ups.
The contract signed by Merpati and Xian in 2006 shows that each plane was sold for $14.1 million. But when it was revealed in 2008 that each aircraft was valued only at $11 million to $12 million, Mustafa explained that the government had tried to renegotiate the contract price to no avail.
There have been growing calls for a probe into the deal following Saturday’s crash.
Former Vice President Jusuf Kalla on Wednesday joined calls for a broader probe, claiming that the previous government had cancelled plans to buy the planes only for the deal to be resurrected by the current ruling coalition at a much higher price.
The House finance commission also announced on Thursday that it was planning to establish a special committee to investigate possible mismanagement at Merpati.
Harry Azhar Azis, deputy chairman of the commission, said there are many peculiarities in the purchase the aircraft that needed scrutiny. “We need a special committee to investigate this matter,” Harry said.
In the investigation, Freddy said the voice data recorder, or black box, was now being examined by Indonesian authorities but was encrypted in Chinese. On Thursday, the government sent a team from the National Committee for Transportation Safety (KNKT) to take the black box to China to be opened.
“This way, we can know exactly the contents of the flight data recorder and explain to the public,” Freddy said.
Meanwhile, Aris Munandar, from Merpati workers union, said the crash was a reflection the company’s ailing condition.
The carrier is struggling with trillions of rupiah in debt and disputes with its workers.

Speedy Pension Payments A Priority, SBY Says

Citing a flood of complaints, President Susilo Bambang Yudhoyono ordered his ministers on Monday to cut the red tape holding up the release of pension payments to hundreds of retired civil servants.
At a cabinet meeting, the president said the lengthy two-stage process for approving new pension payments needed to be reduced drastically.
“I want it to be cut from four months [for the first stage] to one month, and from three months [for the second stage] to a week,” he said.
“I don’t want to receive any more complaints about the late issuance of pension payments.”
With the bureaucratic process slashed, Yudhoyono said, new pension payments could be approved in less than two months.
He added that complaints about the lengthy process were among the 822 cellphone text messages and 61 letters he had received from the public between May 1-15, as part of his SMS and PO Box 9949 program.
One person had complained that it took seven months to get his pension payments approved, the president said.
The current process for approving new pension payments starts with the state institution at which the applicant was last employed sending a letter to the Civil Service Administration Board (BAKN), a step that can take nearly three weeks.
It can then take up to four months for the BAKN to process the request and forward it to the Cabinet Secretariat, which takes up to three months to print out the approval form that has to be signed by the president.
Yudhoyono said this was unacceptably long, given that it took him less than a day to sign the form once it reached his desk.
“So that’s one day on my desk to cap off a seven-month process,” he said.
Yudhoyono said that besides the issue of pension payments, other topics that the public had written to him about included concerns over the activities of the outlawed Indonesian Islamic State (NII) movement, the campaign against terrorism and the teaching of Pancasila, the state ideology, in schools.
“We’ve also been asked to take steps to prevent accidents in the air, at sea and on land,” the president said.
“There were also requests to the government not to legalize marijuana, as well as calls of support for both the government and myself.”
Yudhoyono said he used the messages and letters he received as a gauge of pubic support for his government.
“[The messages] are often very frank,” he said.
“There are some that use harsh language, there are some with moderate language, but the majority are clear in their messages and objective.”

SBY: No Conflict between Sultan and I

President Susilo Bambang Yudhoyono conveyed his message on media reports over a controversy involving himself on a draft bill of Yogyakarta's special status. The message was expressed when he opened an awards inauguration on food stability to governors, mayors, regents, at the State Palace, in Jakarta, on Friday.
SBY blamed media for the provoking reports as if there were a conflict between the president and the Governor of DIY Sri Sultan Hamengku Buwono X. Sultan was at the palace to accept the award for his service to improve food stability.
"No conflict found between Sultan and I, why should it be made up," said the president smiling at Sultan sitting in the first row. Sultan just smiled back.
"I respect Sultan and the other way around. But the provoking issues keep coming up. Well, we have to be patient, Sultan," asked the president.

Embattled Christians Ask SBY for Protection

Indonesian Christians appealed to President Susilo Bambang Yudhoyono for protection Monday after Muslim vigilante groups, backed by police, surrounded their homes and forced them to leave.
More than 100 members of the Batak Christian Protestant Church, or HKBP, were forced Sunday to evacuate seven houses in Rancaekek Wetan village outside Jakarta, as Muslims staged angry protests over unauthorized religious services.
The Christians say they have been forced to hold services inside their homes because the local government has repeatedly knocked back and ignored requests to approve a church or authorize another venue for their place of worship.
The protesters included members of violent Islamist vigilante groups, which have close ties to the security forces in the Muslim-majority country.
“The situation was quite tense yesterday. If we didn't ask them (the Christians) to leave, there would have been bad consequences. We tried to avoid any destruction or physical attacks,“ local police chief Hendro Pandowo said.
“They don't have any permit to use the houses as places of worship. We can't arrest (the Muslims) as they got a permit to hold the protest.“
“If the place was legally designated as a church, we'd provide security protection. Otherwise, we can't do much as it's against the law.“
The Rev. Hutagalung of the HKBP said the Christians would continue to worship in their houses, and urged Yudhoyono to uphold religious freedoms enshrined in the country's constitution.
“We'll continue to worship there whatever the consequences,“ he said.
“We want President Yudhoyono to give us a guarantee that we'll be able to practise our faith freely, without any intimidation from other groups.“
Sunday's incident is the latest in a series of confrontations in recent months between Protestants and Muslims in the Bandung and Bekasi areas near Jakarta, including the stabbing and beating up of church leaders.
The unresolved tensions--and Yudhoyono's failure to rein in violent extremist groups--have undermined the country's reputation for tolerance, which U.S. President Barack Obama held up as “Indonesia's example to the world“ during a visit in October.

SBY's Statement with The Uproar Addressed to His Administration

As many governments around the world have a prime minister, the Yogyakarta special province may soon have a "prime governor".
The term may sound strange everywhere, let alone for Indonesia. But Justice and Human Rights Minister Patrialis Akbar has said the bill on the status of Yogyakarta says the special province will have a "prime" governor and "prime vice-governor" whose decisions will be carried out by the governor and vice-governor.
"According to the bill, the governor and vice-governor will have to seek a decision of the prime governor," Minister Akbar told newsmen at parliament house, Tuesday, on the positions of the governor and vice-governor of Yogyakarta, the administrative posts so far assumed automatically by the Sultan of Yogyakarta and the Paku Alam respectively.
The government is to submit to the House of Representatives a bill on the renewal of the special status of Yogyakarta to replace the old law, he said on the much debated issue on the position of Yogyakarta Sultan, the historical position held by the sultanate since the birth of the nation in 1945 as stipulated in a law on the specialty of the province.
The debate came up after a statement by President Susilo Bambang Yudhoyono in a cabinet meeting earlier this month in which he said that the next governor of Yogyakarta would be elected. His statement has created uproar among the people of Yogyakarta.
"There should not be a monarchy system which contradicts our Constitution or democratic values," the president said, adding that the nation "needs to find a system that represents all considerations, including the special status of Yogyakarta and the implementation of democratic values."
Akbar emphasized that the term of "specialty" of the province will be in the form of the higher position of the "prime governor" and the "prime vice-governor" because the (elected) governor and (elected) vice-governor will have to seek for decisions to them.
He added that the information received by many of the elements in public had not been clear on how the central government will give the specialty to Yogyakarta. The news reports taken by the public have been prone to being provocative and cornered the government.
The minister said that the specialty of Yogyakarta will be one which is based on a system, comprehensive, strong and solid something provided as the appreciation to the Sultan and the Paku Alam. Minister Akbar stressed that the House of Representatives has not read the bill in its entirety and deeply so that there have been minimum support to the bill.
"This is needed to be known that this is the highest form of appreciation from the government for the specialty of Yogyakarta special province," he pointed out. The most important thing is, he added, that the specialty of Yogyakarta with its Sultan and Paku Alam will be against the Constitution. The Sultan will only give consent, not consideration.
"But, if the Sultan will run for the governorship and elected, then that would even be greater," the minister said, adding that in that way the authority of "Prime Governor" would be higher.
No automatic appointment
Home Affairs Minister Gamawan Fauzi said the government remains with its concept that the governorship of Yogyakarta must be through a democratic election process, not simply by automatic appointment as the case has been.
"We remain with the concept that Yogyakarta governor must be democratically elected despite the Sultan retains the special rights," Minister Fauzi said after delivering a keynote in a seminar jointly held by Andalas University and Deakin University of Australia, on Tuesday.
Minister Fauzi’s remarks are related to the much debated issue on the position of Yogyakarta Sultan, the historical position held by the sultanate since the birth of the nation in 1945 as stipulated in a law.
The government is to submit to the House of Representatives a bill on the renewal of the specialty status of Yogyakarta to replace this law. He added that the bill on the specialty of Yogyakarta province stipulates that the election of the governor would be done through a democratic election. But if the Sultan seeks to run for the governorship, he will have to follow the procedures.
"The democratic election for the governorship is based on some rationalities, namely if the Sultan automatically becomes governor and he has been too old or too young (to govern), then problems may arise," Fauzi said, adding that in Law No. 22 Year 2007 on the Holding of General Elections, there are conditions for running for governorship, including the age and education.
In addition, according to the home affairs minister, if the Sultan automatically assumes governorship (because of his sultanate rights), the people of the province will lose their chance of becoming the governor. "In fact, the people of Yogya have also their rights to become the governor," Fauzi pointed out.
Commenting on the decision of Yogyakarta regional house of representatives (DPRD) taken through a plenary session on Monday that the Sultan must hold the special right to become an automatic governor of the 3.0 million-people province, Fauzi said the central government will remain to submit the concept on the democratic election for the governorship.
"Just wait what the decision of the DPR will be, whether or not it will pass the bill (into law)," the minister said.
Don’t scratch the wrong place
A legislator, Ganjar Pranowo, also told this writer on Tuesday, he was extremely dismayed by the the government’s choice of terminology, saying that the government should have not opted on introducing speculative terminologies such as "prime governor" in the case of the Yogyakarta specialty.
"The government should’ve calmed down the hot situation and not done something other way around by introducing such a speculative terminology," said Pranowo, native of Yogyakarta and politician of the Indonesian Democratic Party for Struggle (PDI-P). Pranowo added that "prime governor" really is a fabricated term which the government should have not announced so as to avoid opposing reactions from the public.
He revealed that the government had earlier offered the status of "constitutional monarchy" which meant to contain the Sultan’s authority merely on matters related to the sultanate despite with a veto privilege.
"I’ve often said that the government would better not to scratch the place which isn’t itchy," Pranowo said, giving an idea that Yogyakarta should have been left alone with its historical privilege related to the moments when Sultan Hamengkubuwono IX, father of the current Sultan, voluntarily merged his sultanate into the newly birth republic and steadfastly fought alongside it against the returning colonialism.
Article 18 point 4 of the 1945 Constitution stipulates that governors, regents and mayors are respectively the heads of the provincial, regent and city governments. They are all democratically elected leaders that get their terms of office through direct elections.
Whereas article 18B stipulates that a special status is granted to Yogyakarta, clearly recognizing some regional governments which enjoy special status, or of special characters, though remain being governed by the laws.
